Following the submittal of the Final Report by the Beverly Hills Cable Television Community Access Advisory Committee, you directed staff to prepare a management model for consideration and possible development and implementation relative to Community-based Cable Television for the City of Beverly Hills.

Staff has been working with the City's Cable Consultant, Warren Carter, in developing different management structures, staffing, budget and implementation timetables for a proposed Community-based Television Communications Model. The major goal has been to develop a model (models) so as to meet the objectives outlined by City Councilmembers at various meetings and with the recommendations outlined in the Advisory Committee's report.

Staff has held meetings and discussions receiving input and guidance from the City Council Cable Television Liaison Committee -- Councilmembers MeraLee Goldman and Les Bronte; City Attorney Greg Stepanichch; representatives of the Beverly Hills Unified School District -- Superintendent Sol levine, High School Principal Ben Bushman and Director of Media Services David Stiles; and the report prepared by the City Council Advisory Committee.

Three Community Communication Management Models were considered: a) Expanded Municipal Programming, b) Non-profit corporation, c) School District Management and Operation of the Community Television Channel.

The management model proposed in the attached report addresses the expanded Municipal Programming Mode. Staff recommends this model and feels that it will best meet the City Council and community's desire to provide high quality community-based programming, which will focus on local news activities, events, organizations and groups and also reflect cost effectiveness and use of shared resources.
